Zapier meters tasks, and it says so on the card rather than in a footnote. The free plan is denominated in them and the paid plans are sold by how many of them you want, chosen from a list that starts at the free allowance and steps up from there. So what a busy month turns on is not which plan you are on, it is how often your workflows fire.
That is a clearer answer than most of this directory gets, and it is why the free tier at the top of this profile carries a number instead of the word limited. Whether that number is generous depends entirely on what a task means for the workflows you would build, and the vendor is the one defining the term.
The entry price is not here, and the reason is a toggle. The page loads with pay yearly already selected, so the figure it shows against the cheapest paid plan is the yearly rate expressed per month. The rate for paying month to month is not in the document we were served.
